And who were the first to ask for data?

Kaka Kalelkar and B.P.Mandal. And who were these gentlemen? They headed the First and Second Backward Classes Commisions. Listen to what Kalelkar had to say:

"Before the disease of caste is destroyed all facts about it have to be noted and classified in a scientific manner as in a clinical record. To this end we suggest that the 1961 Census be remodelled and reorganised so as to secure the required information... If possible, Census should be carried out in 1957 instead of in 1961."

That was a recommendation of the Kalelkar Commission outlined in its 1955 report. Let's see what the much reviled B.P.Mandal did to acquire data:

'Advisor to the Human Resource Development ministry for this Supreme Court case, P S Krishnan, told The Indian Express today: “B P Mandal had himself written to three successive Home Ministers and had repeatedly requested them to conduct a caste-based Census. But he was refused saying that Sardar Vallabhbhai Patel, independent India’s first Home minister, had decided in 1950 that there will be no caste-based census from 1951 onwards, when the first census took place in Free India.[...] Krishnan said that Mandal wrote “three DO letters to three home ministers, namely H M Patel in 1978-79, Y B Chavan in 1979 and Gyani Zail Singh in 1980.”'

So, who's afraid of data? And who stopped its collection in the first place? Definitely not the OBCs. Check who were the Prime Ministers when Kalelkar and Mandal made their requests - they were definitely not OBCs. Check who are the sociologists who first opposed and still oppose caste censuses? Andre Beteille and Dipankar Gupta are some of the names that strike you immediately. Aren't these the wiseheads who incidentally also happen to oppose reservations for the OBCs?

Why are you afraid of data? This is one of those umpteen accusations that are hurled at OBCs. Note the insouciance, at best, and brazen shamelessness, at worst, of those who hurl that accusation. If a caste census was carried out in 1961, reservations for OBCs would have started then - on a more comprehensive basis, even in states where they already existed. And perhaps, there wouldn't be as many OBCs now.

Did the OBCs stop the caste censuses forty/fifty years ago so that they could 'assert backwardness and then to claim that we are more backward than you' today? One would have thought the babalog fighting for 'equality' were the only denizens of Delhi who were capable of thinking up such filmi plots and (lines)- but one should've known better. There is a lesson here for the OBCs - if you think things have changed over the last forty/fifty years, you'll remain backward. Forever.

They stopped the collection of data then, because they didn't want to divide the country along lines of caste, they ask for data now because they don't want to divide the country along lines of caste.

There is no way that upper caste India will let go privileges which have been bestowed upon them since time immemorial. The lower castes are bound to remain backwards because they have been mislead into the false notion that that casteism is coming to an end which is contrary to what is happening on the ground.

Caste baste census is the need of teh hour and must be done at the earliest. It would be better that government puts on hold reservations and goes in for a caste census on warfooting. This will put an end to all the ambugities and make the things very clear for all of us.
The census will clearly tell us what is the real position of OBC population in the country. Who are the real OBCs and what is needed to be done. On the basis of the census it can also be decided whether 27 percent should be increased to 50 or decreased to 10. Which new castes can be given reservation benefits and those which should now be out of its purview.

However, this is never going to happen as lack of census is the only stick with which the upper caste supreme court, political parties and upper caste skinheads can oppose the reservations.

The conditions of OBCs and lower caste is particualrly bad in Jammu and Kashmir, a state which boasts of special status and being the crown of India.

Upper caste Muslims as well as Hindus here have joined forces to deny the benefit of reservations to the real people.

In the guise of Mandal commission
they have created and implemented a reservation scheme in which all the upper castes are raking in the benefit of reservations in the name of a quaota called RBA, resident of backward areas.

Infact, the family Health minister of Jammu and Kashmir, who is a veteran politician and a millionare even in dollar terms, and who have been living in Jammu city's posh areas is taking benefit of reservations.

His entire family has been recruited in government jobs, but the same state government has refused to issue caste certificates to 5 million backward caste people of J&K, on the specious plea that only those whose father is an artisan will be given a caste based certificate.

This law known as SRO 294 thus means that in the modern era where it is difficult to find work of a blacksmith, you need to work as a potter or a blacksmith, only than you will get the required certificates.

In order to ensure that the real beneficiaries do not get even this benefit, the state government has kept only 2 percent reservations for the socially weak and educationally backwards.

Although the upper caste people get 25 percent reservations and without any qualm, despite that the state is not ready to share the benefits of Mandal Commission with the people of lower castes.

And why is that so because, the lower caste people do not have a strong political base, they dont have strong leadership and and they are very marginalied economically, politicially and socially.

I think right now dominant OBC castes (and the politicians they help elect such as Karunanidhi, Ramadoss etc.) are very very afraid of data, no one else is.

The right question to ask is, does the Government have any right to deny Dalits their constitutional right to admission to the central institutes? What have they done?

U have to choices :

1. Reservation by cast.

If u ask for caste then i can assure u the developed among the caste will eat your reservation and will keep the caste people as poor. Naryanan president children got benefit and become IFS office and they will do for eternity and will not allow anybody to come inside to take the benefit.

Result : Rich reserved people will stay are rich and poor be poor

b. reservation for poor

suggestion which does not go into the thick heads of yours is the reservation for needy and poor.

Result : some poor from upper caste also will get benefit.

The Ant & Grasshopper
OLD VERSION...

The ant works hard in the withering heat all summer long building his house and laying up supplies for the winter. The grasshopper thinks the ant's a fool and laughs & dances & plays the summer away. Come winter, the ant is warm and well fed. The grasshopper has no food or shelter so he dies out in the cold.

MODERN VERSION (excellent)

Come winter, the shivering grasshopper calls a press conference and demands to know why the ant should be allowed to be warm and well fed while others are cold and starving.

NDTV, AAJ TAK,ZEE NEWS ,BBC, CNN - BREAKING NEWS---show up to provide pictures of the shivering grasshopper next to a video of the ant in his comfortable Home with a table filled with food.

The World is stunned by the sharp contrast. How can this be that this poor grasshopper is allowed to suffer so?

Arundhati Roy stages a demonstration in front of the ant's house. Medha Patkar goes on a fast along with other grasshoppers demanding that grasshoppers be relocated to warmer climates during winter. Amnesty International and Koffi Annan criticize the Indian Government for not Upholding the fundamental rights of the grasshopper. The Internet is flooded with online petitions seeking support to the grasshopper (many promising Heaven and Everlasting Peace for prompt support as against the wrath of God for non-compliance) . Opposition MP's stage a walkout.Left parties call for "Bharat Bandh" in West Bengal and Kerala demanding a Judicial Enquiry.CPM in Kerala immediately passes a law preventing Ants from working hard in the heat so as to bring about equality of poverty among ants and grasshoppers.

The ant is fined for failing to comply with POTAGA and, having nothing left to pay his retroactive taxes, his home is confiscated by the Government and handed over to the grasshopper in a ceremony covered by NDTV. Arundhati Roy calls it "a triumph of justice". Lalu calls it 'Socialistic Justice'.

As a result, by loosing lot of hard working ants and feeding the grasshoppers India continues to remain a developing country...
